Test & Commissioning Director - Railway Infrastructure

About the role

SEGULA Technologies is seeking an experienced Test & Commissioning Director to lead the testing, commissioning and systems integration activities of a major railway infrastructure project in the United Arab Emirates. The successful candidate takes overall responsibility for delivering the Testing & Commissioning (T&C) programme in line with contractual requirements, project milestones, safety standards, quality objectives and operational readiness needs. The role demands extensive railway systems integration experience and the ability to manage multidisciplinary teams, complex technical interfaces and multiple stakeholders.

Key responsibilities

• Lead and manage the overall T&C programme, ensuring compliance with contractual, safety, quality and schedule requirements, and direct and coordinate multidisciplinary testing and commissioning teams.
• Oversee testing strategies, execution plans, progress monitoring and commissioning milestones, and review and authorise test reports and commissioning certificates.
• Coordinate with contractors responsible for rolling stock, civil works and external systems for static and dynamic integration testing, and manage technical interfaces between railway infrastructure, operational systems and contractors.
• Coordinate with authorities during energisation of power infeed substations and with stakeholders on migration, systems integration and revenue service readiness.
• Work with engineering teams on approved test plans, procedures, method statements and design documentation, and coordinate construction-to-commissioning handovers.
• Interface with V&V teams, and with RAMS specialists and Independent Safety Assessors during safety-critical testing.
• Collaborate with project planning on scheduling and forecasting, with the HSE team on hazard analyses and safe execution plans, and with Operations & Maintenance on maintenance planning during commissioning.
• Support system handover to the client, trial running and operational readiness activities.

Required profile

• Bachelor's degree in Electrical, Electronic, Computer, Systems, Telecommunications, Information Technology or a related discipline; a master's degree in Engineering, Project Management or Business Administration is preferred.
• Minimum 15 years of professional experience, including extensive railway systems integration, testing and commissioning, and proven leadership of multidisciplinary T&C teams on large-scale railway projects.
• Demonstrated experience managing interfaces with clients, contractors, authorities and suppliers.
• Strong understanding of RAMS, safety assurance and regulatory compliance.
• Excellent written and spoken English; Arabic is an advantage.
