Program Director – Infrastructure Projects

About the role

Parsons is looking for an experienced Program Director to lead a high‑profile portfolio of infrastructure projects for a key government client in the United Arab Emirates. The role combines strategic planning, governance and performance management across safety, quality, schedule and commercial outcomes.

Key responsibilities

• Lead strategic planning, governance and performance management for a major project portfolio.
• Build and maintain trusted relationships with executive stakeholders, partners and delivery teams.
• Oversee portfolio performance across safety, quality, scope, schedule, cost, risk and commercial results.
• Provide leadership, reporting, escalation and decision support to Parsons and client leadership.
• Direct multidisciplinary project teams, ensuring appropriate resources, capabilities and focus.
• Drive commercial discipline including forecasting, margin performance, contract management, change control and risk mitigation.

Required profile

• Bachelor’s degree in engineering, construction management, project management, business or a related discipline.
• 20+ years of progressive leadership experience in infrastructure, construction, engineering or program management.
• Proven experience leading large, complex projects or portfolios for government or public‑sector clients.
• Executive‑level communication skills with ability to influence senior clients and internal leadership.
