Utilities Engineer

About the role

Parsons Corporation is looking for a Utilities Engineer to join its Dubai team. The role focuses on producing utilities drawings, coordinating with government authorities, and managing the NOC (No‑Objection Certificate) process for infrastructure projects.

Key responsibilities

• Produce utilities drawings and cross‑sections using Autodesk Civil 3D and Bentley OpenRoads Utilities.
• Monitor progress of drawings and documentation required for NOCs.
• Coordinate with internal and external client teams and liaise with UAE government offices and service authorities on technical queries.
• Track and ensure timely completion of utilities NOCs.
• Attend coordination meetings, support the design team during the NOC process, and prepare weekly/monthly reports.
• Participate in project design meetings and recommend improvements.

Required profile

• 5‑7 years of relevant experience in an NOC role, preferably within the infrastructure industry.
• Proven experience dealing with government authorities in Dubai and the Northern Emirates.
• Bachelor’s degree in engineering preferred.
• Excellent oral and written communication skills.

Required skills

• Proficiency with Autodesk Civil 3D.
• Proficiency with Bentley OpenRoads Utilities.
• Strong knowledge of local services authorities regulations, standards, and requirements.
• Competence in CAD software and basic engineering coordination.
