Policy Lead – 12‑Month Contract

About the role

The Department of Culture and Tourism – Abu Dhabi (DCT Abu Dhabi) is seeking a Policy Lead on a 12‑month freelance contract to drive policy development for its creative ecosystem initiative. You will translate sector strategies into actionable frameworks for film, TV, gaming, and digital publishing.

Key responsibilities

• Design and implement policy frameworks, incentive structures, and regulatory models for key creative industries.
• Develop IP‑related policies, registration regimes, and tailored instruments for diverse company profiles.
• Create and manage government incentive and subsidy programs, defining eligibility, benefits, compliance, and governance.
• Own the full policy lifecycle, conduct impact assessments, and maintain a policy register with version control.
• Oversee compliance of active incentive agreements, monitor milestones, and manage amendments.
• Serve as the internal authority on regulatory matters, liaising with legal teams and external stakeholders.
• Lead the establishment of a dedicated Policy function, defining structure, processes, and governance.
• Act as secretariat for external regulatory committees, ensuring effective decision‑making.

Required profile

• 7–10 years of experience in top‑tier management consulting (e.g., McKinsey, BCG, Bain, Strategy&, Kearney, Oliver Wyman, Roland Berger, ADL).
• Demonstrated career progression with at least one promotion within the same firm.
• Strong background in policy design, regulatory frameworks, or incentive program development.
