Assistant Resident Engineer – Civil (Water Distribution)

About the role

Parsons is looking for an experienced Assistant Resident Engineer (Civil) to support construction supervision of water distribution network projects for a major utility client in Abu Dhabi and Al Ain. You will work closely with the Resident Engineer to ensure safe, on‑schedule delivery that meets all contractual and client standards.

Key responsibilities

• Supervise water network construction activities, including excavation, pipe laying, thrust restraint, chambers, valves, fittings, backfilling and reinstatement.
• Guide Inspectors and ensure works follow the proper sequence, quality requirements and permit‑to‑work systems.
• Perform day‑to‑day site inspections, attend field and laboratory tests, and approve supervision activities.
• Maintain red‑mark and as‑built drawing corrections and verify contractor submissions.
• Report technical incompatibilities, coordinate rectifications and advise the Resident Engineer on final approvals.
• Monitor construction schedule, report progress and support timely completion.
• Participate in HSE walkthroughs, safety interventions and audits, and verify risk response implementation.
• Assist with interdisciplinary coordination and act as Resident Engineer during leave or emergencies.

Required profile

• Minimum Engineering Degree (BE or BSc) in Civil Engineering, certified by the Ministry of Higher Education.
• At least 5 years of relevant engineering experience, preferably in consultancy on water distribution projects.
• Strong knowledge of water network installation, testing, disinfection and commissioning practices.
• Familiarity with client specifications, international standards and OSHAD Codes of Practice.
• Fluent English (reading and writing) and ability to work a six‑day onsite week.

Required skills

• Proficiency with AutoCAD for drawing review and modification.
• Experience using Primavera or similar project scheduling software.
• Construction safety training such as OSHA 30‑hour or equivalent.
• Approved Competent Person status with TRANSCO, ADDC, AADC or similar utility.
