Category Manager - Consultancy & Technology

About the role

PCFC Port, Customs and Free Zone Corporation, a Government of Dubai holding company, is looking for a Category Manager for the Consultancy and Technology categories. The role leads and manages procurement activities, including category strategy, strategic sourcing, supplier management and procurement delivery, while building and developing the assigned team.

Key responsibilities

• Lead the development and implementation of category strategies and sourcing plans aligned with organizational objectives.
• Oversee end-to-end procurement, including tendering, evaluations, negotiations, contract awards and procurement planning.
• Identify cost savings, cost avoidance and value creation through market analysis, demand consolidation and strategic sourcing.
• Monitor market trends, supplier capabilities and industry developments.
• Build relationships with internal stakeholders and oversee supplier performance, working with Procurement Governance & Excellence on evaluations and improvements.
• Ensure a competitive supplier base, identify market gaps and potential suppliers with the supplier registration team, and lead commercial negotiations.
• Oversee contract management, including performance, renewals, variations and compliance.
• Ensure compliance with policies, procedures, delegation of authority and regulatory requirements, and mitigate procurement risks.
• Monitor section KPIs, cycle times, savings and performance, and drive digitalization, automation and continuous improvement.
• Prepare and present procurement reports and recommendations to management and committees.

Required profile

• Minimum 7 years of experience in procurement, strategic sourcing or category management, including at least 4 years in technology procurement.
• Minimum 3 years in a supervisory or managerial role leading procurement teams.
• Proven experience managing high-value technology procurement, complex tenders, supplier negotiations and contract awards.
• Demonstrated experience sourcing IT infrastructure, software, cloud services, telecommunications and technology-related services.
• Experience in consultancy and professional services procurement, including advisory services, proposal evaluation and commercial negotiation.
• Ability to develop category strategies, manage procurement performance, deliver cost optimization and engage with senior stakeholders.
