Chief Specialist – Talent Development Center

About the role

The Chief Specialist will lead the Talent Development Center, shaping training policies and strategies that drive organizational growth and excellence. This senior position reports to HR leadership and works closely with internal and external partners.

Key responsibilities

• Formulate and implement training policies and procedures aligned with HR strategy and international best practices.
• Design annual learning and development plans, including leadership and technical programs tailored to job needs.
• Develop professional growth frameworks through competency assessments and behavioral/technical evaluations.
• Create strategic partnerships with external training institutions to enhance program quality.
• Oversee scholarship, graduate, and summer training programs to support early talent pipelines.
• Manage logistics, operational support, and resource utilization for all training courses and learning programs.
• Evaluate training programs and providers, producing performance and impact reports for continuous improvement.

Required profile

• Bachelor’s or Master’s degree in Human Resources.
• 9+ years of experience (11+ years if only a Bachelor’s degree).
• Proven expertise in talent assessment, performance management, and individual development planning.
• Strong project management skills with a track record of delivering large‑scale training initiatives.
• Experience in ROI assessment of talent and training programs.
