Construction Manager - PMC (Depots)

About the role

AECOM is recruiting a Construction Manager for its PMC (Depots) role on the High Speed Rail project, based in Abu Dhabi. The post manages, gives technical direction and ensures delivery of all civil and structural works for depot facilities and the online (wayside) buildings, covering design review, construction supervision, quality, schedule and cost control, and interface management.

Key responsibilities

• Depot buildings: manage design development, review and construction of civil and structural works such as maintenance workshops, stabling sheds, inspection pits, wheel-lathe and wash-plant buildings, and related foundations; oversee administration, operations control, warehouse, fuel and lubrication, fire station, security and staff welfare buildings; coordinate depot infrastructure (internal roads, hardstanding, drainage, retaining works) with track, systems and utilities.
• Online (wayside) buildings: manage civil and structural works for signalling equipment rooms, traction power substations, OCS feeder stations, telecom huts, ventilation and plant buildings, and emergency access structures; oversee station-related civil/structural elements, patrol and maintenance buildings, staff welfare cabins and security posts; ensure correct sequencing and interface with earthworks, structures, track possessions and systems installation.
• Lead a multidisciplinary team of civil/structural engineers and site supervisors, allocate resources and review and approve designs, drawings, specifications and method statements against contract requirements and codes such as Eurocodes, UIC, AREMA and local UAE/GCC codes.
• Supervise contractors and subcontractors, monitor workmanship, QA/QC and adherence to approved methods and programme; develop and maintain the civil works programme and manage cost control, changes and variations.
• Enforce HSE requirements, manage interfaces with systems-wide contractors and the client, engineer and authorities, and chair technical and progress meetings.
• Prepare progress, risk and status reports, manage risk registers, non-conformances and defects, support testing, commissioning and handover, and verify as-built documentation and O&M manuals.
• Mentor junior engineers and site staff.

Required profile

• At least 15 years of experience in construction of rail projects in the required field of expertise.
• At least 5 years of that experience in managing design and/or construction of a railway project.
• Experience implementing High Speed Rail projects is highly preferable.
• Held the same or an equivalent position on at least one project of similar size and complexity.
• Experience in the Middle East and UAE is highly advantageous.
