Hard Service Manager

About the role

The Hard Services & Technical Manager manages, maintains and ensures the safety, reliability and performance of all building engineering systems, infrastructure and hard facilities services across Al Qana, a mixed-use waterfront destination. The role covers MEP systems, critical utilities, planned and reactive maintenance, specialist contractors, statutory compliance, energy efficiency and asset lifecycle management, including coordination with authorities on approvals and compliance.

Key responsibilities

• Oversee mechanical, electrical, plumbing, HVAC, fire and life-safety, BMS and ELV systems and their reliable operation and maintenance
• Develop preventive, reactive and predictive maintenance strategies and monitor equipment performance to minimise downtime
• Maintain asset registers, maintenance records and technical documentation, and set asset criticality assessments and lifecycle replacement plans
• Coordinate technical interfaces between common-area systems, tenants and operators, and support refurbishments, commissioning and handovers
• Ensure compliance with UAE and Abu Dhabi regulations, statutory inspections and authority requirements, and enforce permit-to-work, lockout/tagout and risk assessment procedures
• Manage contractors and service providers, including SLAs, KPIs, technical audits and review of proposals and quotations
• Prepare and manage annual maintenance budgets, capital expenditure plans and cost-saving measures
• Monitor electricity and water consumption, optimise HVAC and BMS operations and implement energy-efficiency initiatives
• Lead technical teams, ensure adequate technical coverage during operating hours, weekends and holidays, and provide regular management reports

Required profile

• Bachelor's degree in Mechanical, Electrical or Building Services Engineering or a related discipline
• Minimum 10 years of experience in facilities management, technical operations or building engineering, including at least 5 years in a managerial or senior supervisory role
• Proven experience managing complex facilities such as mixed-use developments, retail, hospitality or entertainment venues
• Familiarity with UAE and Abu Dhabi regulations and authority requirements

Required skills

• Strong knowledge of MEP systems, HVAC, BMS, fire and life-safety systems, maintenance planning and asset management
• Contractor management, budgeting, statutory compliance and capital expenditure planning
• Experience with CMMS platforms, energy management and technical performance reporting
