HSE Manager – Abu Dhabi Construction Projects

About the role

We are seeking an experienced HSE Manager to lead the Health, Safety and Environmental performance of assigned construction and EPC projects in Abu Dhabi. The role ensures compliance with company policies, client requirements and UAE regulations while preventing incidents and fostering a strong safety culture throughout the project lifecycle.

Key responsibilities

• Champion and promote the company’s QHSE culture across all project phases.
• Provide strategic HSE leadership, integrating HSE requirements into planning, engineering, procurement, construction, commissioning and handover.
• Develop, implement and maintain the Project HSE Management Plan, procedures, objectives, targets and KPIs.
• Lead, mentor and manage the project HSE team, including engineers, officers and inspectors.
• Serve as the primary HSE interface with clients, consultants, regulators, subcontractors and senior management.
• Conduct regular site visits, safety walkthroughs and critical risk reviews.
• Review and approve risk assessments, method statements, PTW, lifting plans and emergency response plans.
• Oversee high‑risk activities such as excavation, lifting, confined space entry, work at height and electrical commissioning.
• Lead investigations of accidents, incidents and near‑misses, ensuring robust root‑cause analysis and corrective actions.
• Monitor HSE performance through audits, inspections, trend analysis and continuous improvement programs.
• Ensure subcontractor HSE systems, competencies and performance meet contractual requirements.
• Direct emergency preparedness drills and present executive‑level HSE performance reports.

Required profile

• Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering or related field.
• NEBOSH International General Certificate (additional IOSH, OSHA, ISO 45001 Internal Auditor preferred).
• Minimum 10 years HSE experience in construction, infrastructure, utilities or EPC projects.
• At least 5 years in a supervisory or managerial HSE role.
• UAE experience and knowledge of UAE HSE legislation preferred.
• Familiarity with ISO 45001 and ISO 14001 management systems.
