PMC Procurement Manager (SPB)

About the role

This is an exciting opportunity for an experienced PMC Procurement Manager (SPB) with extensive FEED experience on high‑profile Middle East projects, supporting the delivery of offshore oil and gas facilities.

Key responsibilities

• Develop and implement overall project procurement strategy and execution plans aligned with project schedules.
• Prepare and issue RFQs, RFPs, and tender packages; lead technical and commercial bid evaluations.
• Manage vendor pre‑qualification, selection, and performance monitoring, including long‑lead item tracking.
• Lead commercial negotiations, recommend contract awards, and ensure procurement within approved budgets.
• Support value engineering, cost reduction initiatives and coordinate with expediting teams to avoid delays.

Required profile

• Bachelor’s degree in engineering and supply chain.
• Minimum 20 years of procurement experience in the oil and gas industry.
• Proven experience on ADNOC offshore projects or similar Middle East offshore developments.
• Strong coordination with multidisciplinary engineering teams, vendors, contractors and clients.

Required skills

• FEED procurement for offshore facilities (topsides, jackets, modules, platforms).
• Knowledge of international codes and standards: ISA, IEC, API, NFPA and ADNOC engineering standards.
• Preparation and evaluation of RFQs, RFPs, tender documents and commercial terms.
• Vendor pre‑qualification, capability assessment and long‑lead item management.
