Team Lead - Compliance Monitoring, Assurance & Testing (CMAT)

About the role

Binance is looking for a Team Lead for its Compliance Monitoring, Assurance & Testing (CMAT) team. The role designs and runs the independent, risk-based compliance monitoring and assurance programme for Binance ADGM, assuring the Board, Senior Management and the FSRA that AML/CFT, market conduct, client-asset and prudential controls are effective and compliant with FSRA rulebooks and UAE federal requirements. It is a senior second-line-of-defence leadership role focused on disciplined testing, timely escalation of findings and evidence-based regulatory reporting.

Key responsibilities

• Own and maintain a risk-based annual Compliance Monitoring & Assurance Plan, refreshed on risk assessments, FSRA thematic reviews and regulatory changes
• Design and run control testing across AML/CFT, sanctions, market abuse, client-asset safeguarding, complaints, outsourcing and cyber governance, using a full-cycle assurance approach
• Deliver thematic deep dives on FSRA priorities such as transaction monitoring, the Travel Rule and EDD for high-risk clients
• Align monitoring to FSRA rulebooks (AML/CFT, COBS, GEN, PRU, virtual assets) and support the Compliance Officer and MLRO
• Maintain evidence trails for FSRA information requests, on-site inspections and thematic reviews
• Produce board-ready assurance reports, manage issues and remediation, and present results to Risk and Compliance Committees and the Board where required
• Work with Internal Audit and external auditors to avoid duplication
• Test CDD/EDD, KYC, PEP/sanctions screening, transaction monitoring and SAR/STR escalation, and verify FIU-UAE submissions and TFS controls
• Lead and mentor an assurance team, manage resources against the CMAP and drive automation and data analytics

Required profile

• 7-10+ years in compliance, assurance, internal audit or regulatory supervision in financial services or fintech, preferably crypto/VASP
• 3+ years leading teams or workstreams in a second-line or audit function
• Strong knowledge of ADGM FSRA rulebooks and the UAE AML/CFT landscape; MAS, HKMA, FCA or DIFC/DFSA experience considered
• Fluent English; additional languages an advantage
• Desirable: CAMS, CGSS, CRMA, CIA, ACCA/ACA, ICA or equivalent; prior regulated crypto/VASP or high-growth fintech experience
