Manager - Program Development

About the role

The Manager - Program Development will lead the end‑to‑end employee training and development processes for the department in Abu Dhabi. This role involves strategic planning, creation of training materials (including e‑learning), and ensuring effective delivery and evaluation of courses to foster a culture of continuous learning aligned with departmental objectives.

Key responsibilities

• Identify and prioritize training needs across organizational units, designing specialized courses and professional programs that support departmental goals.
• Develop and oversee internal training plans to close behavioral and technical competency gaps, ensuring employees are equipped to excel.
• Manage the training budget, aligning expenditures with organizational priorities.
• Establish strategic partnerships with local and international professional bodies and institutions, formalising collaborations through agreements.
• Conduct research to enhance training efficiency and align initiatives with the department's competency framework.
• Coordinate with organizational units to accurately capture specific training requirements.
• Collaborate with institutions such as the Abu Dhabi School of Government to provide relevant qualification programs.
• Prepare and review periodic reports on training activities to track progress and inform decisions.
• Design, develop, and maintain a centralized library and electronic platform for training delivery and tracking.
• Organise and deliver internal training programs, oversee evaluation of both internal and external courses, and continuously improve based on performance metrics and feedback.
• Design and deliver induction programmes for new employees, ensuring successful onboarding.
• Implement quality‑assurance and governance mechanisms, monitor vendor performance, and produce reports and dashboards.
• Ensure seamless implementation of training‑related software, enhance user engagement, and maintain up‑to‑date policies and procedures.
