People & Culture Manager

About the role

We are looking for a People & Culture Manager to lead the HR function at Mövenpick Hotel Jumeirah Beach in Dubai. Working closely with the Cluster General Manager and Accor Shared Services, you will support Heartists and department heads in daily operations, learning and development, and employee growth.

Key responsibilities

• Manage daily People & Culture operations including recruitment, onboarding, performance management and off‑boarding.
• Provide on‑site HR support and guidance to Heartists and department leaders, handling employee relations and disciplinary matters confidentially.
• Coordinate learning and development activities, identify training needs, and oversee the annual training calendar and mandatory programmes.
• Support talent development, succession planning, internal mobility and career progression initiatives.
• Lead engagement, recognition, wellbeing and inclusion activities, including action plans from engagement surveys.
• Maintain employee records, HR system data, payroll inputs, benefits and leave administration, and ensure compliance with UAE employment regulations and Accor policies.

Required profile

• Previous experience in a hospitality HR management role with strong knowledge of recruitment, employee relations and performance management.
• Working knowledge of UAE employment requirements and HR administration.
• Experience coordinating learning and development programmes within a hotel environment.
• Excellent communication, interpersonal and problem‑solving skills, with the ability to handle sensitive matters discreetly.

Required skills

• Proficiency in HR systems.
• Advanced use of Microsoft Office.
