Resident Engineer - Villa and Infrastructure Development

About the role

JLL is looking for a Resident Engineer to act as the project management consultant's (PMC) full-time, site-based technical lead on a villa and infrastructure development. The role owns engineering and design-compliance verification on site and provides the PMC's continuous on-site presence so that works are built to the approved design, specification and quality standards, giving the client independent assurance of what is delivered.

Key responsibilities

• Serve as the PMC's senior technical representative on site, with daily oversight of Contractor activities, and lead the site team (inspectors, assistant engineers, QA/QC and HSE support).
• Review shop drawings, calculations, method statements and technical clarifications, identify design discrepancies and resolve them through RFIs with the Designer and Client.
• Review and approve engineering submissions such as material submittals, mix designs and samples, and verify construction against approved submissions, ITPs and method statements.
• Inspect and approve works at key stages (earthworks, foundations, reinforcement, formwork, concrete, structural elements, roads, drainage, water, sewer and utilities), witness tests and raise, track and close non-conformance reports.
• Lead snagging, maintain defect registers and support completion, testing, handover and defects liability, including review of as-builts and O&M documentation.
• Prepare daily, weekly and monthly site reports and support the Project Manager with variation assessments, interim valuations and extension of time reviews from a technical standpoint.

Required profile

• Degree in Civil or Structural Engineering.
• 10+ years of site supervision experience on villa, residential or infrastructure construction.
• Strong knowledge of relevant codes, standards and local authority requirements (e.g. BS, ACI, Dubai/Abu Dhabi or local regulations).
• Experience reviewing engineering submissions, shop drawings and method statements, and witnessing inspections and tests.
• Familiarity with FIDIC or equivalent contract forms.
• Desirable: Chartered or professional membership (ICE, IStructE or local society), PMC or consultancy experience in the UAE or wider Middle East, experience with large villa communities or master-planned developments, working knowledge of Arabic, awareness of NEBOSH, IOSH or equivalent HSE qualifications.

Required skills

• Proficiency in MS Office, with working knowledge of document control or CDE platforms.
• Strong communication, leadership and decision-making skills, with the confidence to hold Contractors to account.
