Senior Lead Cost Manager – Pre‑Contract

About the role

Turner & Townsend is seeking an experienced Senior/Lead Cost Manager to lead pre‑contract cost management for commercial real estate projects in Dubai. The role ensures projects are delivered within scope, on time, and on budget while maintaining high quality standards.

Key responsibilities

• Lead pre‑contract cost management activities across multiple projects.
• Provide cost‑effective solutions and value engineering advice.
• Conduct risk assessments and manage contingency budgets.
• Prepare regular budget deviation reports.
• Review and analyse project costs, including preliminaries, overheads, and materials.
• Ensure compliance with industry standards, client requirements, and regulatory bodies.
• Mentor and train junior cost managers.
• Collaborate with clients and stakeholders to ensure effective project delivery.

Required profile

• Degree in Quantity Surveying, Construction Management, Civil Engineering or related field.
• Professional accreditation (e.g., MRICS, AIQS) preferred.
• 10+ years of cost management experience with a strong focus on pre‑contract.
• Proven ability to lead multiple projects independently.
• Excellent written and verbal communication skills.
• Experience in client‑facing roles and stakeholder coordination.
• Understanding of local UAE cost benchmarks.

Required skills

• Cost planning, estimating and tender documentation.
• Proficiency with measurement software such as CostX.
• Knowledge of measurement methods (NRM, POMI, CESMM).
• Strong analytical and problem‑solving abilities.
