Senior Network Control Manager - High-Speed Rail

About the role

The Senior Network Control Manager leads a team of Duty Managers and Train Controllers within the National Operations Control Centre (NOCC), ensuring the safe, reliable and punctual movement of high-speed rail services. The role gives real-time leadership on train movements, incident response and safety and compliance, and supports the Director, NOCC in meeting service performance targets.

Key responsibilities

• Oversee real-time train control operations across the high-speed rail network for safe, punctual and efficient service.
• Coordinate rapid responses to incidents, service disruptions and emergencies, and lead initial recovery efforts with internal and external stakeholders.
• Manage, mentor and support Duty Managers and Train Controllers, fostering a safety-first, high-performance culture.
• Carry out safety responsibilities under the Safety Management System.
• Provide expert oversight of ETCS Level 2 use, including real-time supervision, fault reporting and system escalations.
• Analyse performance data and incident trends to improve safety, reliability and customer satisfaction.
• Support the Director, NOCC with strategic and operational initiatives and long-term capability development.

Required profile

• University degree in Rail Operations, Customer Service, Operations, Transport, Management, Business, Safety or equivalent professional experience and/or qualification.
• Significant rail operations experience, ideally in a high-speed or ETCS Level 2 environment.
• Strong leadership experience managing operational or control room teams in a safety-critical setting.
• Proven record of continuous improvement and experience developing Competence Management Systems in a safety-oriented context.

Required skills

• Expert understanding of train control systems, especially ETCS Level 2 architecture, protocols and operational impact.
• Incident management and stakeholder coordination.
