Senior Specialist – Health and Safety

About the role

The Rail Agency is seeking a Senior Specialist in Health and Safety to lead the implementation, monitoring and continuous improvement of HSE standards across its network. The role drives a proactive safety culture through strategic planning, performance audits, incident investigations and stakeholder engagement.

Key responsibilities

• Contribute to strategic health and safety planning by integrating hazard trends, incident data and legislative updates.
• Monitor compliance of contractors, consultants and partners with agency HSE requirements.
• Lead risk assessments, site inspections, hazard identification and ensure corrective actions are applied.
• Investigate incidents, accidents and near‑misses, perform root‑cause analysis and recommend preventive measures.
• Facilitate safety committee meetings, cross‑departmental workshops and produce monthly HSE statistics.
• Develop and deliver safety training programmes and maintain all safety procedures, manuals and emergency protocols.
• Technical review of Health & Safety Management Plans for operators, maintainers and new projects.

Required profile

• Bachelor’s or Master’s degree in engineering (civil, electrical, mechanical, industrial, environmental or chemical).
• 6+ years of experience with a Master’s (8+ years with a Bachelor’s).
• Professional membership as a certified engineer and certifications such as IOSH, NEBOSH or Lead Auditor in Health and Safety Management ISO 45001.
• UAE national.
