Technical Program Manager (Emirati National)

About the role

Black Pearl Consult is looking for a versatile and highly skilled Technical Program Manager or Program Manager in Abu Dhabi, based in the technology sector. The role drives complex technical initiatives from conception to delivery, sits at the intersection of product strategy and technical execution, and coordinates cross-functional teams to ensure timely product delivery at scale.

Key responsibilities

• Lead end-to-end delivery of complex technical programs, owning planning, execution, dependencies and timelines while driving progress against the product roadmap and ensuring timely feature releases.
• Act as the central coordination and communication hub, aligning engineering, product, design and business stakeholders through clear reporting, effective ceremonies and strong stakeholder management.
• Apply deep technical judgment to manage risk and delivery health, evaluating architectures, challenging trade-offs and anticipating issues across teams and systems.
• Strengthen and scale delivery processes and product practices, embed effective methodologies, improve discovery and backlog readiness, and support organisational upskilling and sustainable growth.

Required profile

• Proven experience of 5-8 years in a Program Management or Technical Program Management role, ideally within a fast-paced technology or AI startup environment.
• A background in engineering is highly preferred, showing a strong technical foundation.
• Demonstrated success in planning, executing and delivering complex technical projects.
• Ability to understand AI concepts, discuss them deeply with engineers, critique designs and identify technical risks.
• Good overall knowledge of key AI product components such as LLMs, evaluation and context.
• Comfortable working in an evolving startup environment where processes are built from the ground up.
