Human Resources Manager

About the role

A leading multispecialty healthcare organisation in Dubai is seeking an experienced Human Resources Manager to lead the full HR function. The role will shape the people strategy, manage the employee lifecycle, and ensure compliance with UAE labour regulations and healthcare licensing requirements.

Key responsibilities

• Develop and implement HR strategy, policies, and the annual HR plan aligned with business goals.
• Partner with senior management on workforce planning, organisational design, budgeting, succession and talent strategy.
• Lead end‑to‑end talent acquisition for clinical and non‑clinical roles, including licensing and credentialing support.
• Oversee onboarding, promotions, transfers, attendance, leave, documentation and employee separation.
• Design and manage performance management, compensation & benefits, learning & development and employee engagement programmes.
• Provide HR analytics and insights on headcount, attrition, productivity, costs and engagement.
• Ensure compliance with UAE labour law, healthcare regulations and internal policies.
• Maintain HRMS, employee databases and generate regular MIS reports.

Required profile

• Proven HR leadership experience in a healthcare environment.
• Strong knowledge of UAE labour regulations and healthcare workforce licensing.
• Demonstrated ability to partner with senior leaders and drive a performance‑driven culture.
• Excellent analytical, communication and stakeholder management skills.
