Senior Commercial Manager - Sales Pre-Contracts

About the role

Parsons Corporation is seeking a Senior Commercial Manager to lead pre‑contract commercial activities for major infrastructure and engineering projects in Abu Dhabi. You will shape pricing strategies, cost estimates, and bid proposals to ensure competitiveness and profitability.

Key responsibilities

• Develop integrated commercial strategies for large‑scale bids, aligning with profitability and risk objectives.
• Oversee end‑to‑end pre‑contract activities, including pricing, cost estimation, procurement inputs, and bid deliverables.
• Collaborate with Business Development, Finance, Engineering, and Project Management to produce compliant proposals.
• Create and refine pricing models, cost structures, and "price‑to‑win" analyses.
• Prepare high‑quality commercial submissions in response to RFPs, ensuring accuracy and completeness.
• Lead commercial, risk, and governance reviews before and after bid submission.
• Negotiate commercial terms with JV partners and subcontractors during the bidding phase.
• Assess contract risk and financial exposure, incorporating appropriate pricing adjustments.

Required profile

• Extensive regional experience in infrastructure or engineering consultancy environments.
• Proven track record of delivering compliant, competitive, and profitable proposals.
• Strong understanding of commercial risk, pricing strategy, and bid management.
