Senior Manager - Workforce Planning & Reporting

About the role

Dubai Airports is seeking a Senior Manager to lead workforce planning and reporting. You will own the end‑to‑end manpower budgeting process, support restructuring initiatives and provide strategic insights to drive effective people management.

Key responsibilities

• Manage the full manpower budget cycle for a budget exceeding AED 1 billion, including consolidation, finance submission, monthly forecasting, reporting and compliance.
• Evaluate manpower requests with business partners, analyse workload, and review organisational structures.
• Oversee the employee roster governance system and support major/minor restructuring and cost‑impact analysis.
• Track monthly manpower spending, vacancy utilisation and produce statistical reports.
• Deliver workforce planning reports, staffing data and recruitment activity updates to HR and senior management.
• Develop planning models, ensure data accuracy, confidentiality and support diversity and data‑protection policies.
• Conduct process‑optimisation studies to reduce operational costs and improve workplace harmony.

Required profile

• Bachelor’s degree in Finance, Business Administration or Human Resources Management.
• Minimum 7 years of experience in workforce planning, budgeting or related HR functions.
• Strong knowledge of the GCC labour market and roster practices.
• Familiarity with manpower operating models, forecasting, simulation tools and organisational design.
• Excellent analytical abilities and experience with Excel and Business Intelligence tools.
• Understanding of Department of Finance budgeting processes is a plus.
